He's a decent beat stick, but what's relevant here is that he can Start Your Engines (introducing the Speed counter from Aetherdrift), and he reduces the cost of non-creature spells you cast by x, where x is your Speed

Powerstones have limited use, but you can usually find a mana sink to filter the mana through, if not just use them as fodder for some artifact sacrifice engine

it's just a bit niche

There are enough Artifacts and Enchantments in this set that this it probably isnt a disaster to run this, especially with that Proliferate upside
