There are a lot of themed decks that use this card and most especially in Commander, so much so that you'd be crazy not to include this card in your deck

Letting you move counters around each turn will certainly open him up for some fun interactions (Luminous Broodmoth, perhaps?)

The body compared to the Trademage is much smaller, but makes for a powerful draw when topdecking as you discard before you draw
